-PPP/C 2011 manifesto
The PPP/C has outlined its plans to further strengthen the country’s security sector once re-elected in the 2011 national and regional elections, to be held on November 28. According to the party’s manifesto, launched on October 22, under the theme “Working Together for a Better Tomorrow”, renewed emphasis will be placed on intelligence-led policing, and strengthened intelligence gathering and processing capabilities of the Guyana Police Force, with the creation of an Information Communication Technology (ICT) enabled environment that will facilitate the networking of stations.
This, along with improved forensic capability with the modern Forensic Laboratory that is currently being constructed in the precincts of the University of Guyana Turkeyen Campus, will boost crime-fighting in the country, particularly in the area of narco-trafficking.
The party vows to continue to work to improve the cooperation and collaboration among the branches in the criminal justice system, especially the magistracy, judiciary, the Chambers of the Director of Public Prosecutions, police prosecutions and the CID.
Focus will be placed on the application of statutory provisions to enhance the functioning and the accountability to Parliament of the judiciary, and enhance the operational capacity of the joint services with the provision of targeted training, forensic, communication and transportation resources, along with the increased resort to ICT applications in the fight against crime.
The party re-affirmed its efforts at crime-fighting and prevention, using information-led activities, and the analysis of data generated from criminal incident reports from the various police divisions will be intensified.
Committed to accountability and transparency, the Office of Professional Responsibility, and the Police Complaints Authority will be strengthened, and reporting responsibilities to the parliamentary oversight body will continue to be stringently executed.
The party plans to continue advancing its legislative agenda to facilitate successful prosecutions, to protect society by enacting a bail act, and to stiffen custodial penalties for serious crimes, such as piracy and hijacking.
The system of Community Policing has been completely restructured and plans are in place to ensure this aspect of crime fighting continues to get the necessary support to improve its effectiveness.
Additionally, plans are in place to facilitate the promotion of greater public support and confidence in the joint services, by paying more attention to rapid responses, confidentiality and respect for human rights.
Focus will also be placed on the promotion of penal reform, specifically with respect to prisoner welfare and training, and parole and traffic management and road safety.
