PNC attempts at disrupting polling in Essequibo

AFTER delivering the military ballot box to Comrade Ralph Ramkarran on September 28, 1992 I travelled back to my 43, Cotton Field, Essequibo Coast residence the very next day. As I came out of the car I saw my front fence almost destroyed, I then entered my house and I saw my wife crying, so I enquired about what happened? She told me that while I was away with the ballot box PNC hooligans destroyed our fence and stoned our house with bottles. I then reported the matter to comrade Ali Baksh our party supervisior, and left to visit my father’s grave with my wife and I apologised to my mother, brothers and sisters for not attending my father funeral who understood that the election was very crucial for our country’s freedom and democracy.
The next day I was invited by comrade Ali Baksh to deliver a lecture to our PPP/C polling agents at the party branch office at Reliance, since I had the first experience of the Jimmy Carter formula for free and fair election to be held on October 5th 1992.
I was seated at the head table with members of the Regional Committee, and I outlined the new system to them and what to look for at the close of poll and they should make sure that they see the X on every ballot paper at the counting time.
Most of all they must sign the statements of poll to verify the results  are true and correct in their  respective polling stations; see that the ballot box is completely empty before 06:00 hrs; record the number of the box, record the numbers of the ballot papers; and seal the box with the party stamp.
Never was there so much enthusiasm and great confidence among the PPP/C polling agents because Victory was inevitable I was the PPP/C polling agent again for Division 221125 Cotton Field, Primary School at the top flat, the presiding officer was Mr. Harry Persaud, Mohamed Khan, PPP/C polling agent, Stoll, PNC polling agent, Hotilall, DLM polling agent, Patrick Matthews EAB and Ramdial Balkissoon WPA polling agent.
The Cotton Field Primary School polling stations were split in alphabetical order and it had eight polling stations to accommodate voters from Bush Lot to Anna Regina. Voting began exactly 06:00 hrs and with no problems. At intervals the international observers would visit the station and asked questions, like how many votes is being cast and if there were any problems during the course of the day.
There were minor irritations with voters ID cards and isolated incidents of PNC polling agents thuggery during the voting, other wise it was smooth and peaceful at that time. At 5.00 pm I saw some 200 PNC thugs outside the compound of the Election Building opposite my polling station; I sensed that they were there to create trouble and thuggery before 18:00 hrs.
At 18:00hrs those whose names were not on the final electoral register stormed our polling stations and demanded that they be allowed to vote. Some 30 PNC thugs were allowed to cast their votes in my polling station despite my protest..
Most of these PNC thugs came from Suddie and Devonshire Castle and I recognised them as nurses, teachers, employees from GRB and Sea Defence.The intention of this criminal incitement was to arouse anger and to provoke retaliation against the perceived thuggery, Hence the stoning and storming of the Office of the Election Building at Cotton Field.
The PNC had wanted to create a security crisis but throughout the disturbances the PPP/C supporters acted with great responsibility and restraint. Comrade Ali Baksh regularly appealed to our supporters not to be provoked, and not to retaliate. The Guyana Police Force did an excellent job in containing peace and they should be commended for a job well done.
