NIS needs to put teeth into its laws

IT is a known fact that for over a decade this writer has been lamenting the fact that the National Insurance Scheme (NIS) needs to put teeth into its laws on revenue collection, and its poor inspection and some corrupt inspectors.
It is known and I have complained about employers who escape with murder, and thieving to their teeth, the NIS contributions of their employees and their own part as well, enriching themselves, enjoying life, at the detriment of workers.
Workers cannot source NIS benefits when needed.  At times of retirement many end up in the streets, burdening the social infrastructure, our Government and citizens as ‘beggars.’
I have interviewed many who told me of employers who stole their NIS, causing misery in their lives.  Many are thrown out of homes as their children cannot take care of them.  Their various employers stole their NIS contributions and hence, no pensions.  I have just interviewed a former employee of mine, who left some years ago and joined another security service some time ago.  That security service is known for its large-scale theft of NIS contributions, and has been in the courts over and over and still is for PAYE thefts and NIS thefts.  That gentleman served that company for three years and not one single contribution has been paid in for him.
In many instances that company and others will pay for the single complainant, and go on in their merry way, staling, and stealing more NIS.

NIS thefts should not be civil.  Collection of NIS contributions is done on behalf of the NIS, and must be remitted to it.  Failure to do so is fraud.  If the police cannot act, make a few examples and lay private criminal fraud charges.  You will see how quickly they will cough up the money.
One unionized security service raked in billions of NIS contributions to them, and still can get NIS compliance.  An offshoot of it is doing the same, eye passing the workers and the government to my opinion, and yet they get NIS compliance, usually by declaring fewer workers. They employ almost one thousand workers, and pay for fewer than one hundred.
Another service’s CEO was charged for rape and still it can operate a security service.
But not only security services dishonestly rake in billions of NIS contributions, so do manufacturers, stores, and government; I am told via various entities.  I must mention that government entities quickly correct themselves.
The government has to make laws quickly that will imprison dishonest employers, and by which properties can be seized in the name of the NIS.  Companies should be blacklisted from operating for thefts of NIS contributions, and not allowed to operate again.
Otherwise, we all know what happens.  The honest employer has to pay the consequences of higher charges, as well as the workers.  This is unfair.
The government has to put itself in order and go with a stiff stick behind the thieves.  Without this thievery NIS will get an overflow of revenue, and I firmly believe that NIS percentage/rates can be reduced.  It is a lazy thing to raise rates on workers and employers who pay already, and the blood-suckers enjoy life, laughing at the authorities.
