High initial investment costs incurred due to the absence of infrastructure and communication must be overcome. This requires a detailed plan showing each step of a process that brings output to export. It may take multiple investors and partnerships, including government to facilitate this. Government must aggressively seek ways to encourage youth and the unemployed to see the economic opportunities in agriculture and related activities as individuals or in cooperatives.
