The Prime Minister was at the time attending the International Conference of Chief Justices of the World which took place in both New Delhi and Lucknow, India from November 10 to 14.
In his address, the Prime Minister who is also an attorney, said that in an effort to fight for world governance, it is important to change the modus operandi of some national governments.

He recounted his own experience in 2015 when he helped to remove a government that he had a hand in creating because of what he described as its pervasive corruption and lawlessness.
Nagamootoo believes that curbing corruption would be a step in the direction of securing peace and protection of the world’s children. He posited that national governments must obey laws and do not allow the plundering of natural and national resources, destruction of the environment, subversion of the free press and interference with the judiciary;with that much more can be achieved.

He referenced the Guyana-Venezuela border controversy noting that Guyana’s peace is threatened by its Spanish-speaking neighbour which does not respect Guyana’s territorial integrity.

“We firmly believe that our borders have been defined and settled under Treaty that goes back to 1899, and any challenge to it must be settled by juridical means, not by military intervention, threats and bullyism,” the Prime Minister told the legal minds gathered at the forum.
Chancellor of the Judiciary (ag) Carl Singh, who also attended the conference, explained the nature of the controversy and deplored the spurious contention raised by Venezuela.
Additionally, participants expressed frustration over the lack of enforcement of international laws to deal with conflict situations and to end wars. As such, much emphasis was placed on strengthening the United Nations systems, including the International Court of Justice (ICJ), to enforce laws to secure world peace.
Meanwhile, a number of activities were planned for the world’s most eminent judges and there was a spectacular display of cultural shows including a peace march through the streets of Lucknow; it was the single largest march of students from a single school for world peace. That forum was addressed by Prime Minister Nagamootoo as well as other statesmen.
