Government should consider becoming partners, not just tax collectors

GUYANA has known and potential natural resources that can bring all Guyanese out of poverty, if Guyana gets its fair share of the income produced. What we do not know is whether Guyana with somewhat limited human and financial resources can successfully get a fair share of the returns from these foreign investments. Like another writer, I find it interesting to say the least, that while CGX is talking of investing up to a billion dollars in exploration, it is forced to sell 49% to Angelique International Limited for $48 million more or less.
Angelique International seems fairly confident that they will find oil, which means that they can potentially make hundreds of millions from this deal.
 Imagine if the government and Guyanese investors could have come up with the $49 million with a possible chance of making a huge return.
After all, Guyana invested more than that in the Marriott, Berbice Bridge, etc.  One wonders how much the extension of  drilling rights played in making the sale, and whether it was worth a share in CGX.
One could only hope that the government is always considering where and when Guyanese can become partners and not just tax collectors. 
The extension and any other agreements should include a greater share after a reasonable period of three to seven years of full production. 
Also, where is the oversight to ensure that what is promised by companies regarding value added and manufacturing is actually implemented?
Project management seems to be a serious problem in Guyana without a common form of centralisation and coordination.  
Maybe, some proactive official in the government would engage Angelique International regarding their interest in investing in other areas such as gold, power, agriculture and iron sectors.  We can only hope that our officials do read some of these letters.
