THE Security Sector’s Strategic Plan 2013-2017 is a Government of Guyana initiative. It sets out a menu of comprehensive reforms aimed at ensuring that agencies within the security sector function more effectively and with a high level of professionalism. Some of the reforms include:
* Establishment of a Strategic Management Department which will comprise of civilians to have oversight for the Strategic Plan’s implementation. This Department will create employment for 10 highly trained individuals.
* Strengthening of the Guyana Police Force’s administration (with particular reference to standards for recruitment and retention of staff)
* Better succession planning for the police.
* Strengthening the Force’s accountability and taking a more rigorous approach to the development of integrity
* Improving the relationship between the police and citizens.
* Renaming of the Guyana Police Force to the Guyana Police Service
* More extensive training programmes for joint services ranks (ranks from the level of Constable to Assistant Commissioner to receive mandatory overseas training)
* Jointservices ranks to benefit from study leave with their entitlements remaining intact.
* Delinking of E and F Police Divisions (both will be headed by experienced senior ranks)
* Provision of more land and water transportation
* Internal institution and administrative changes for the Home Affairs Ministry
* Establishment of the following:
– Crime Prevention and Community Policing Unit
– Research, Documentation and Evaluation Unit
– Immigration Services Unit
– Project Formulation, Monitoring and Works Unit;
– legal and Legislative Unit
– Public Security Unit
– International and Regional Affairs Unit
– Cyber Security Unit
* Modernisation of existing prison infrastructure
* Modernisation of penal legislation
* Improvement of human resource management and financial administration
* Strengthening of inter-agency collaboration
* Reforming offenders to re-integrate them into society after
* Fresh impetus for the Community Policing system
* Establishment of Houses of Justice in Regions 2 and 3
* Renaming of the Guyana Fire Service to Guyana Fire and Rescue Service
* Introduction of innovative measures to tackle domestic violence and child abuse (such as the recruiting of more social workers at each stations’ districts)
* Increased police patrols
* Recruitment of over 100 neighbourhood police ranks
* Greater collaboration with the Ministry of Human Services and Social Security
* Recruitment of 100 traffic wardens
* Establishment of an aeronautical branch of the police force
