Do we have to pay to get a laptop application form?

I am a security guard, father of three children, two in high school and one at primary school. On Wednesday May 11 I understand that the Town Council in Corriverton was sharing forms for laptops. I then took time-off from work to go and collect my form. When I reached there I was the 12th person in the line. I waited my turn. When I reached inside the man who had the forms said I should give a donation for the form. I told him that I did not know I had to walk with money. After I said that I don’t have money, he said the forms are finished.
But since there were other persons left in the line who were behind me, I did not leave right away. The woman that was standing behind me went in and got her laptop form. When I asked her how much she paid she said $500. From what I understand, some people didn’t pay a cent and they got forms.
I would like to know why is it if you do not donate money you can’t get a form to collect your laptop?
