Public service without applause: Lessons from Gail Teixeira’s career

Dear Editor,
THERE are some lives measured in years, and there are others measured by the difference they make. The life and public service of the Hon. Gail Teixeira belong firmly to the latter.
For decades, she has given herself to Guyana and its people, dedicating her energy, intellect, conviction and strength to nation-building, democratic governance, women’s empowerment and public service. Her journey is more than the story of a politician; it is the story of a woman who chose a life of service and, through that choice, became part of Guyana’s history.
Hon. Gail Teixeira joined the People’s Progressive Party in 1976, embarking on a journey that would span generations and some of the most significant periods in Guyana’s political development. Her early political years brought her into the service of Dr. Cheddi Jagan, the PPP’s founding father. Serving as his personal secretary and working closely with him, she gained firsthand experience of political organization, national issues, leadership and the struggles of ordinary Guyanese.
Those formative years were more than an education in politics. They were an education in discipline, perseverance, principle and service. She would later serve as Party Secretary and assume increasingly important responsibilities, establishing herself as one of Guyana’s most enduring women in public life.
Her contribution has been remarkable not simply because of its longevity, but because of its breadth. She has served in Parliament and in several ministerial capacities, including Health, Culture, Youth and Sports, Home Affairs, and Parliamentary Affairs and Governance. She also served as Presidential Advisor on Governance. Through each responsibility, the underlying purpose remained the same: to serve.
Few Guyanese possess the depth of political and institutional experience accumulated by Hon. Teixeira. She has witnessed Guyana change, participated in moments of challenge and transformation, and contributed to national discussions on governance, constitutional reform, human rights, accountability and other issues central to our democracy. Her experience is therefore more than personal achievement; it is part of Guyana’s institutional memory.
Perhaps one of her most important legacies is the example she has provided for women. At a time when women were still fighting for greater recognition and representation in political and decision-making spaces, Gail Teixeira stepped forward and established herself as a formidable voice. She demonstrated that women could lead, negotiate, advocate, challenge and contribute at the highest levels of national life. Her journey has helped open doors for generations of women who followed.
Her advocacy has also extended to vulnerable communities, including women, children, young people, elderly persons, persons with disabilities and Indigenous peoples. Her public life has therefore never been solely about political institutions; it has been about people and the circumstances in which they live.
In 2024, that lifetime of contribution received international recognition when Hon. Teixeira was honoured with the Commonwealth Parliamentarian Lifetime Achievement Award for her service as a parliamentarian and her contribution to democracy and good governance. The award was significant, but no award can fully measure a lifetime of service.
Behind the titles and honours are decades of meetings, parliamentary sittings, campaigns, difficult decisions, national debates, sacrifices and conversations with ordinary citizens. Legacies are not built in a single ceremony; they are built over time.
That is why I believe Gail Teixeira’s greatest legacy may not be found in any particular office she held, but in the example she has set.
For young Guyanese, her life offers an important lesson: meaningful leadership is not always about applause, and public service is not always about recognition. Sometimes it is about standing firm when the road is difficult, remaining committed when circumstances change and giving something of oneself for the greater good.
From the young woman who entered political life in 1976, to the trusted aide of Dr. Cheddi Jagan, Party Secretary, parliamentarian, minister and national leader, Gail Teixeira has travelled an extraordinary road. Along that road, she has witnessed the hopes, struggles, disappointments and triumphs of Guyana and has herself become part of the story.
As we reflect on her remarkable journey, we should give thanks for the years of service, the sacrifices, the courage, the advocacy and the wealth of experience she has contributed to our country.
The Commonwealth Parliamentarian Lifetime Achievement Award may be one of the formal recognitions of her career. But there is another recognition that no institution can bestow: the enduring place a servant of the people earns in the history and heart of her nation.
Hon. Gail Teixeira has earned that place.
Her name is woven into Guyana’s political history. Her journey is part of the story of women in leadership. Her decades of service are part of the story of our democracy.
And perhaps the simplest tribute is the most powerful: A woman who served. A woman who persevered. A woman who led. A woman who opened doors for others. Above all, a woman who gave a significant part of her life to Guyana and its people.
For that, Guyana owes Hon. Gail Teixeira a debt of gratitude that cannot be measured in awards or titles.
Guyana remembers. Guyana appreciates. And Guyana is better for the service she has given.

Yours faithfully,
Dr. Surendra Boodhoo Lall
