IDB reviews impact of housing and urban accessibility programme

THE Ministry of Housing, through the Central Housing and Planning Authority (CH&PA), on Tuesday, hosted an administrative mission from the Inter-American Development Bank (IDB) to assess the implementation and impact of the Adequate Housing and Urban Accessibility Programme (AHUAP), which concluded in December 2025.
The review meeting was led by Permanent Secretary, Bishram Kuppen and focused on evaluating the programme’s achievements in improving housing access, infrastructure and urban accessibility for low-income residents in urban and peri-urban Georgetown.
The IDB delegation was headed by Housing and Urban Development Specialist, Manuela Pallaceo and included consultant Dr Joseph Khan, who is currently assessing the performance of the programme’s various components.
Representing CH&PA at the meeting were Deputy Director of the Community Development Department, Donell Bess-Bascom; Deputy Director of Projects, Intakab Indarjeet; Health, Safety and Environment Manager, Sunil Gopaul, along with engineers and other technical staff.
According to the ministry, the AHUAP was designed to enhance the quality of life for vulnerable populations by increasing access to adequate housing, basic infrastructure and improved accessibility.
Under its three main components — Affordable and Sustainable Housing, Consolidation of Existing Schemes, and Institutional Strengthening — the programme delivered more than 250 core homes and facilitated over 800 home improvement subsidies.
The initiative also supported the upgrading of community facilities and infrastructure works in several communities.
As part of the mission, IDB representatives are expected to conduct field visits to several intervention sites, including multipurpose community facilities and core housing developments, while also meeting with beneficiaries to gather feedback on the programme’s effectiveness.
Meanwhile, the ministry is expected to hand over two completed multipurpose community facilities to local authorities on the East Bank of Demerara later this week.
