IN a world increasingly fraught with geopolitical tensions and complex threats, Minister of Foreign Affairs and International Cooperation Hugh Todd delivered a resounding call for unified action and regional solidarity during the Fifty-Fourth Regular Session of the General Assembly of the Organisation of American States (OAS) in Asunción, Paraguay.
Addressing representatives from across the Americas, Minister Todd underscored the critical need for coordinated efforts to confront the multifaceted challenges facing the region. These challenges range from transnational crime and climate change impacts to territorial disputes and economic vulnerabilities. Emphasising the interconnected nature of these threats, he highlighted that no single nation can effectively manage or mitigate their impacts alone.
“Developing adequate resilience and response capabilities, and strengthening our collective security must be a shared objective among all member states,” Minister Todd affirmed. He stressed the importance of leveraging regional cooperation mechanisms, such as the OAS, to foster dialogue and mutual understanding in addressing these pressing issues. By uniting efforts, Minister Todd argued, the Americas can better safeguard their populations, and advance sustainable development goals.
Central to his address was a plea for a stronger, more cohesive OAS; one grounded in the principles of international law and dedicated to ensuring the safety, sustainability, and prosperity of all its member nations.
Minister Todd emphasised that amidst the complexities of global politics, mutual respect and shared interests must guide the organisation’s agenda to maintain the Americas as a Zone of Peace. This vision includes enhancing diplomatic channels and legal frameworks to peacefully resolve disputes and uphold territorial integrity.
Notably, Minister Todd addressed the longstanding territorial controversy between Guyana and Venezuela, reiterating Guyana’s commitment to international law and the principles of justice. Despite the 1899 Arbitral Award definitively establishing the boundary between the two nations, Venezuela continues to assert claims over a significant portion of Guyana’s territory. Minister Todd condemned these actions as a direct challenge to Guyana’s sovereignty and regional stability.
In reaffirming Guyana’s reliance on the OAS and other international bodies for support, Minister Todd highlighted ongoing efforts to resolve the dispute peacefully. He referenced the December 1, 2023 Order of the International Court of Justice (ICJ), and the Joint Declaration of Argyle, both pivotal documents guiding Guyana’s path towards dialogue and peaceful resolution with Venezuela. These efforts underscore Guyana’s commitment to abide by international lawm and seek a fair and just resolution through diplomatic means.
As the session concluded under the theme, “Integration and Security for Sustainable Development in the Region”, Minister Todd’s remarks resonated as a call to action for all member states to prioritise unity and cooperation in tackling shared challenges.
