A POLICE constable attached to the Wales Police Station is under close arrest following the circulation of a video on social media, which shows him assaulting a civilian.
According to information from the Guyana Police Force, the matter involving Police Constable Elliot is being investigated by the Police Office of Professional Responsibility.
The police force, in a statement issued on Monday, noted that it does not condone the excessive use of force or mistreatment of persons taken into custody by ranks. To this end, the police said that the findings of the Police Office of Professional Responsibility will be made public.
In the video which has since gone viral on social media, Elliot can be seen placing ‘foot cuffs’ on the civilian who appears to be resisting arrest, before yanking the ‘foot cuffs’ causing the man to abruptly fall to the ground. Subsequently, the rank dragged the civilian into a cell and locked the door.
The police said that the “unsavory and unacceptable” incident occurred during the night, on Friday, June 25, 2021, after the victim had driven a car into a canal at Wales, West Bank of Demerara, and was arrested and taken to the station for a breathalyser test to be conducted.
Regional Commander of Region Three (Essequibo Islands-West Demerara), Errol Watts, told this publication that he was “astonished” to see the video because earlier in the week he visited police stations throughout the region and conducted training on the use-of-force continuum.
