ON Saturday July 14, the Central Housing and Planning Authority will be handing over the La Parfaite Harmony Housing Scheme which boasts 8842 lots, along with the Goed Fortuin regularized squatting area, to the Local Authority.
According to the Chief Development Planner, Germene Stewart, the process of handing over these housing schemes to the Local authority started last year and has been a collaborative effort between the CH&PA and the Local Authority.
”Come Saturday, it will be a milestone, on the CH&PA’s commitment in terms of handing over of housing areas when we have completed the development of these areas. Leading up to the handing over we had several meetings and engagement sessions with the Neighborhood Democratic Council where we discussed the readiness of these areas to be handed over, and recently we shared with them a Memorandum of Understanding (MoU), and we discussed what would be the role of the CH&PA in the continued development of those housing areas,” said Stewart.
Stewart explained that the Parfaite harmony housing scheme comprises of 10 sections and the CH&PA will be handing over 9 of those sections and primarily these sections are Westminster phase 1 and 2; Recht Door zee phase 1 and phase2; La Parfaite Harmony phase 1 and phase 2; Underneeming Phase 1 and phase 2; and Schoonard. The CP&HA will not be handing over Lust-En-Rust because, the infrastructure is still incomplete.
She further went on to explain that although the housing scheme has met the criteria of level of development for handing over to the Local Authority, it still has some developmental activities to be undertaken, and as such the CH&PA will be providing the Local Authority with the necessary manuals to guide in the decision making of how it would go about conducting developmental tasks.
“The parfait housing scheme is one of the areas that is slated for intervention under the Adequate Housing and Urban Accessibility Programme, so, on Saturday, as part of this formal process, what will be handed over to the local authority is the cadastral plans of the various housing areas, the signed Memorandum of Understanding between the Local Authority and the CH&PA, the list of all the beneficiaries of house lots in the area, the profile of the housing area, a road maintenance manual, which covers many of the relevant aspects of maintenance and also a developers manual which provides guidance in the planning permission process and a map showing which roads are still to be upgraded and completed by the CH&PA,” explained Stewart.
Stewart further stated that 29 kilometers of the roads were in fairly good condition and about 30% overall of the roads in the Parfaite housing scheme, and the remaining kilometers, will continue to be upgraded and completed by the CH&PA.
The CH&PA is committed to continue working along with the Local Authority to facilitate continued development within the varying areas.
