M&CC putting systems in place to ensure accountability, governance

THE Georgetown Mayor and City Council (M&CC) is moving to ensure there are better accountability, transparency and good governance within the council.

At a specially convened meeting on Wednesday, a Motion was moved for the establishment of three independent committees which are separate from the overarching finance committee, namely an Audit Committee, a Procurement and Tender Committee, and a Solid Waste Management Committee.

The movers of the motion, Councillors Denroy Tudor and Ackeem Peter, want a fresh approach, and to set a precedent as to how auditing and procurement are done at the Council; a motion aimed at ensuring its maintenance at all levels of the council.

But PPP Councillor Bisram Kuppen was opposed to the idea because the movers of the motion did not factor in the necessary regulations in accordance with the Municipality Act, chapter 28:01 when it comes to the structure of this Motion and the Council did not have the authority to establish a standing committee outside of the financial committee.

Mayor of Georgetown, Pandit Ubraj Narine, quickly dismissed the motion and categorically stated that these factors were considered before the motion was moved.
When it came to the motions for the establishment of the procurement and tender and solid waste management committees, the support was unanimous, hence a division did not have to be called.

It should be noted that while the three committees were not established at Wednesday’s meeting, they will be at the Council’s next statutory meeting.

It was further concluded that with the establishment of the solid waste management committee, a policy should be developed and the maintenance of the cleanliness of the City should be put in sharper focus.
