PLEASE refer to article captioned “City Constables harassing Cuban Shoppers” published in the Thursday, September 14, 2017 edition of your newspaper.
The City Constabulary Department is the first law enforcement agency established in Guyana.
This institution came into existence in July of 1837, by Ordinance No. 9 of 1837, according to Municipal and District Councils Act Chapter 28:01. By this, the city constables have all powers, entitlements, privileges and immunities conferred on a police constable. Moreover, the city constabulary is a constituted body of persons empowered to serve and protect the citizens of Georgetown and those who are transient. In addition to protecting the Council’s assets the constabulary officers are responsible for enforcing compliance to the municipal laws in places vested in, or under the control of, the Council or any public place in council area.
The council takes serious note of the issue that has reached the public domain, since it is imbued with propensity to damage the already fragile image of the Georgetown Municipality both locally and internationally. It can also compromise and hinder the City’s tourist potential capacity.
The council is therefore calling on persons with information relating to the harassment of Cuban nationals to call telephone numbers 225- 2218 or 226-7717, so that an investigation can be launched into this matter. All information will be treated with the strictest confidentiality.
