DIRECTOR of Prisons, Carl Graham has proceeded on pre-retirement leave and there have been several administrative changes as a result.Sources confirmed that the changes took effect as of yesterday. Deputy Director, Gladwin Samuels will be acting in the capacity as director. There are reports that Graham, 55, maybe be seeking an extension of his contract.
Superintendent Alston Scott will also be rotated in managerial positions.
Under Graham’s tenure was the infamous 2016 prison riot that left 17 inmates of the Camp Street Prison dead. President David Granger had ordered an immediate establishment of a Commission of Inquiry (COI) to investigate the circumstances and causes of this tragedy to ensure that there is never a recurrence.
One of the commissioners, Justice James Patterson recommended the need for an effective surveillance system in the prison yard to monitor and record both prisoners and officers’ conduct. During the Justice Patterson-led CoI,prisoners spoke openly about alleged corruption at the Georgetown Prison.
