Psychiatric patient on car-jacking charges again

A 26-YEAR-OLD psychiatric patient of National Psychiatric Hospital at Fort Canje, who is currently before the court on three charges of carjacking, was slapped with another charge when he appeared before Chief Magistrate Ann McLennan on Monday.It is alleged that Raymond Samaroo of Owen Street, Kitty, who is a Route 40 minibus driver, on March 17, 2016 at Kitty, stole a Primo motor car, valued $1.7 million along with $15,000 cash, property of Farida Hamid.
Samaroo was not required to plead to the indictable offence. However Magistrate McLennan allowed him to plead after the Administration of Justice Act was applied. The charge was re-read and the prosecution made an application for the matter to be tried at the Georgetown Magistrates’Court.
Police Prosecutor, Inspector Neville Jeffers pointed out that Samaroo was referred to the psychiatric hospital because he was deemed unfit to stand trial, but he was now back on the streets.
Jeffers noted that the accused has similar matters before Magistrate Fabayo Azore and was released from the mental institute on March 16 and he allegedly committed the theft the next day.
The Chief Magistrate after hearing the Inspector’s motion noted that since Samaroo was back on the streets, it meant that he was mentally fit to be out of the institute.
She ordered that Magistrate Fabayo’s court be informed that the accused was deemed fit to stand trial. As such, Magistrate McLennan released Samaroo on $75,000 bail and transferred the matter to Magistrate Alex Moore for April 25.
Last July, Samaroo was remanded but was subsequently released on bail when he appeared before the court charged with stealing motor car PHH 5935, valued $5 million, from Rishi Lall on June 27, while on Sheriff Street, Georgetown.
He also allegedly stole the same car on June 28 in the vicinity of the Kitty Police Station on Alexander Street, Kitty, Georgetown. Also in August that year, he was charged for the theft of a Honda motorcar valued $5M, one Samsung cell phone valued $25,000 and $30,000 cash, property of Rhonda Joaquin at Garnett Street Kitty.
