AS contractors, who would have successfully executed contracts in Guyana for many years, we wish to register our dissatisfaction with the way The National Procurement and Tender Administration Board (NPTAB) handles the opening of contracts under their administration. The National Drainage & Irrigation Board (NDIA) advertised a contract for the supply of spares for the rehabilitation of excavators under its management.Contractors submitted sealed bids for which the deadline was set at April 7, 2015, and for which an extension was refused by the NDIA when a request was made for same.
On April 7, 2015 at 09:00hrs, when the bids should have been opened in the presence of the bidders, the contractors were then informed a decision was made not to open the bids because, as we learnt, one of the contractors who was supposed to submit a bid for the said contract could not meet the deadline.
It’s been two weeks since and we have not officially heard from neither the NDIA nor the NPTAB.
We hope that the publication of this letter will assist us in some way in bringing this matter to the relevant authority.
