Anna Regina was previously categorised as a District Council under the local government laws 28:01, it was accorded the boundaries from the main canal on the eastern side to the Atlantic lower water mark and stretching from Three Friends to Walton Hall (23 villages). In 1991, under the late Executive President Hugh Desmond Hoyte, after deliberations with the taxpayers at a meeting at Damon Park, a review of the local authority system was done and Anna Regina was declared a township. Hoyte installed Mrs Etwaria Kumar, a Headmistress of the Anna Regina Multilateral School (ARMS), as the first Mayor and Mr Granville as the Deputy Mayor, a National Insurance Inspector of Anna Regina Branch, with 10 councillors and Town Clerk Clem Mercurious. In August 4, 1994, the first local government and municipal election were held.
Anna Regina Town is the principal centre of government administration in Region 2 district; it has 4 commercial banking institutions namely GBTI, NBIC, Demerara Bank and NBS; 3 rice mills – Caricom Rice Mills Ltd, Kayman Shankar and Company Ltd; Anna Regina Multilateral School, Cotton Field Secondary School,C.V Nunes Primary School, Sparta Government School and Hampton Government School; Police Headquarters “G”; Regional Administration, Regional Education Offices with other government institutions and commercial centres.
The township have a great amount of man-made wealth in the form of sea and water defences, pure water supply systems-to name some of the wealth which have been created and have been built –up over the years. Also, the functioning of Trade Unions, Community Development Councils, Crime Prevention Committees and various organisations.
The PPP/C won with 12 seats and PNC 3 seats in the township, and after much controversy and reviews on the PPP/C list of candidates, Mr Sammy was elected by the PPP/C Councillors at the Regional Board Room (RDC) to replace Miss Etwaria Kumar and Rabindranauth Mohan as the Deputy Mayor. The new councillors began the maintenance and upkeep of the formal and informal institutions and systems, mainly drainage and irrigation systems, roads, schools, community centres, markets, post office and other public buildings.
Consultations were held with representatives of multi- stakeholders and civic groups ensuring diverse make-up of the stakeholders in their day to day activity. Our tenure as councillors gives focus to its vision – a Fifty million Town Hall was built in my tenure as the Deputy Mayor, the council has many assets: a backhoe, a new 290 Massey tractor, trailors, weeder, car park at Bush Lot, 2 new pavilions, community centre, the Anna Regina centre ground, Bush Lot new market, Regina market, a pound, abattoir, a new sanitary facility at the car park and centre ground, a bar in the community centre and many more. When we assumed office in 1994, we walked between the raindrops of conformism and transformation of a new council. Our commitment and unity to principles and devotion to the taxpayers helped us to survive the systems we inherited and we prospered. With prudent management we made miraculous achievements in the face of the reality of inheriting wrecked physical infrastructures.
