The GPF needs a structural overhaul

THANKS Chronicle for your police editorial. Unfortunately, it is more like a bark than a bite into the situation. There are a lot more than a few mavericks in the GPF. Most Guyanese from President to the man in the street know about the problems you mentioned, yet nothing seems to change.
Instead, only talks of a reform plan, involving more training and equipment, not better personnel. The problem is not just training, equipment or more pay, but better leadership, dedication and ethics. What is needed is a structural overhaul, not just what goes for  reform that removes some and makes other functions more independent from existing police responsibilities.
Did the Chronicle send out reporters to ask the Home Minister, Police Commissioner, opposition leaders etc what practical steps they are taking to address these issues? The minister claims he does not tell the police what to do, maybe some one should?
One would expect that at least once a month he would be asking for a report on what steps and progress are taking place in the areas the editorial mentioned and others, as well as the status of pending investigations. Ignorance is no excuse for failure of not knowing how well the GPF is tackling crime. How is the new Intelligence unit working? Is the Crime Chief working from a strategic plan or just reacting to events like too many in government. What active strategies are employed using decoys, undercover police officers, or to identify high- crime areas or popular types of crimes to deter them.

Does anyone in Guyana know the status or outcomes of all the incomplete investigations undertaken by the GPF over the last five or more years?  Does the DPP know? Does the minister know what active steps are taken to trace the source of the drugs found on drug mules? Who is monitoring police failures to answer 911 calls or claims to have no vehicles to respond?  Also, why no call for a Commission of Inquiry on combating crime from the opposition or stronger laws to strengthen the entire justice system? Are there any plans A, B or C to deal with civil disturbances?  These are the questions inquiring minds would like to know.
