KINDLY allow me to share my knowledge as it relates to the city and the potential for the outbreak of serious diseases as a result of garbage accumulation.
The accumulation of a small quantity of waste can have a negative effect on the society as a whole and with resulting public health and aesthetic impact.


PUBLIC HEALTH
The public health concerns are related primarily to the infestation of areas where
there is an accumulation of solid waste. This accumulation can result in the presence of vermin and insects that serve as potential reservoirs for diseases. The most effective control for rodents and flies is proper sanitation, which involves the use of containers with tight lids, the periodic washing of containers as well as where garbage is accumulated.

AESTHETIC
These are related to the production of odours and the unsightly conditions that can develop when adequate attention is not given to the maintenance of sanitary conditions. This can be controlled through the use of containers with tight lids and with the maintenance of a reasonable collection frequency. As long as the odours persist, the contents of the containers can be sprayed as temporarily expedient. All containers used for the collection and storage of garbage should be scrubbed and washed periodically.

EFFECT
*** The accumulation of  solid waste can result or have effect on land value, create public nuisance, interfere with community life and development, inability to salvage and reuse such materials economically which results in unnecessary waste and depletion of natural resources.
*** Perfect breeding conditions for vermin and flies that cause the spread of disease, etc.
The accumulation of waste becomes a consequence of life since the M&CC caused persons to litter food and solid wastes in any part of the city of Georgetown due to the unavailability and unlimited rubbish bins and proper garbage disposal systems.
The practice of throwing waste into the unpaved streets, roadways and vacant lands can lead to breeding rodents (rats) with the flies carrying the germs of disease, and the outbreak of plague. The lack of proper plans for the management of solid waste can lead to an epidemic plague, for example, in the 14th century half of the Europeans were killed by an epidemic plague (Black Death), due to improper solid-waste management. The death toll was high.
The public health considerations are vital in the collection and disposal of food waste in a sanitary manner to control the vectors of diseases.

RELATIONSHIP
The relationship between public health and the improper storage, collection and disposal of solid waste is quite detrimental. Improper public health considerations which are being done by the M&CC in the dumping, collection and storage will result in the infestation of rats, flies and other disease vectors.
The ecological impacts such as air and water pollution also can be attributed to improper solid waste management, for instance liquid from dumping area (unregularised)  contaminate surface waters and ground waters.
So you see, it is imperative that the folks at City Hall ensure that the correct systems are in place and operational in order to prevent a disaster of immense proportions.
