GECOM chairman challenges senior managers, registration officers to demonstrate ‘unswerving efficiency’

– with respect to elections conduct later this year.
THE Chairman of the Guyana Elections Commission (GECOM), Dr. Steve Surujbally, has challenged Senior Managers of the GECOM Secretariat, and the Registration Officers attached to the 23 nationwide Registration Offices, to demonstrate unswerving efficiency with respect to the conduct of General and Regional Elections later this year.
This challenge was made during opening remarks which Dr. Surujbally gave at a one-day meeting of the senior managers of the GECOM Secretariat and the registration officers on Friday last at the Georgetown Club.

Referring to recent publications in the media which carry the potential to undermine his  integrity and, by extension, that of the Commission and Secretariat, Dr. Surujbally
emphasized the need for GECOM Staff not to get distracted from dedicating their best efforts towards the national task of conducting the upcoming elections in accordance with international best practices.

GECOM’s Public Relations Officer, Mr. Vishnu Persaud, in a statement, said Dr. Surujbally accentuated the necessity for all levels of GECOM staff to reflect on (i) the
successful manner in which the 2006 elections were conducted, and (ii) the jeopardies which might have been encountered with a view to ensuring that the upcoming elections will be more successful than its predecessor.

Accordingly, he invited the participants at the meeting to refer to the documented SWOT Analysis, which was done by the Commission immediately following the 2006 General and Regional Elections, for guidance.

Mr. Persaud reported that the primary objective of the meeting was to focus attention on follow-up activities associated with the recently concluded Cycle of Continuous
Registration leading up to the conduct of the Claims and Objections exercise as a mandatory precursor task for the holding of the upcoming General and Regional Elections.

He noted that matters dealt with at the meeting included the following:-
•         The provision of detailed reports on the recently concluded Cycle of Continuous Registration.
•         The provision of reports on the reconciliation of acceptable applications for registration.
•         The review of ongoing preparations associated with the conduct of the Claims and Objections for the upcoming elections with specific focus on (i) the identification of
suitable locations for the establishment of Temporary Offices for the exercise, and (ii) the recruitment and training of temporary staff to work during the exercise.
•         How to treat with suspected cases of multiple registrations.
•         How to treat unresolved transactions, such as those relative to applicants whose residential addresses could not be verified.
Resource persons at the workshop were Mr. Gocool Boodoo – Chief Election Officer; Mr. Calvin Benn – Deputy Chief Election Officer; Mr. Keith Lowenfield – Assistant Chief
Election Officer; Mrs. Beverley Critchlow – Voter Registration Manager; Mr. Colin April – Logistics Manager; and Ms. Indira Anandjit – Human Resources Manager.
