Government has shown commitment to transparency with LCDS

JANETTE Bulkan has re-emerged (letter in Stabroek News, February 14) after the fiasco in which she remained silent when Suriname included a map of the country that had appended Guyana’s New River Triangle as part of its territory.
This was while she was a member of the World Bank’s
Technical Advisory Panel of its Forest Carbon Partnership Facility (FTCP), where she had responsibility for reviewing Suriname’s Readiness Planning Preparation.
Now she hypocritically talks about an alleged lack of openness and transparency in Guyana’s Low Carbon Development Strategy (LCDS).
I have been closely following the LCDS process and regularly check its website. As far as I am aware, all the deliberations of the multi-stakeholder steering committee are in the public domain so there can be no question here about transparency and openness.
This has been repeatedly commended by local and international agencies.
Ms. Bulkan should not talk about transparency and openness when there were questions about the openness of her recruitment as a member of the FTCP panel.
This was questioned by several member countries of the World Bank and her appointment was ended.
The Guyana Government has demonstrably shown its commitment to an open and transparent process with the LCDS.
