City Hall needs to be more organised

CITY Hall seems to have a huge void when it comes to having capable, knowledgeable and experienced administrative officers. Just a few days ago, I was at the council’s Finance Department, where there was quite a crowd of citizens wishing to benefit from the amnesty being offered on interest accrued on outstanding property taxes.
Expecting to see a well organised system in place to collect these outstanding taxes as it was the council itself who declared this amnesty offer so the crowd would have been no surprise to them, I was instead confronted with a most chaotic scene with very long lines, citizens being attended to by clerks who obviously knew very little or nothing at all about what they were doing and with management and supervisory staff being invisible.
To compound this already disorderly situation, was the presence of an obese and boisterous man who kept barking orders to the staff and who continually insulted them. Quite shocking I am told that this person was not a senior officer, but rather a mere councillor with no authority to be interacting with staff. This obviously embarrassed and even intimidated the clerks who became even more inept as they started scampering all over the place in fear.
Can’t Hamilton Green control his councillors?
