Proposed Shared Governance Structure for the Executive Arm of Government

Dear Editor,
AS we continue with our ‘Dream Guyana Campaign’, I have a group that I call my ‘Ad hoc Group of Professionals’; some of us have been discussing what a shared governance team in the Executive Arm of Government can look like, in our current context. We came up with the following. If the A Partnership for National Unity + Alliance for Change (APNU+AFC) should win the March 2, 2020 Elections, we propose:
• Ministry of the Presidency – APNU+AFC
• Ministry of Finance – APNU+AFC
• Ministry of Natural Resources – APNU+AFC
• Ministry of Foreign Affairs – APNU+AFC
• Ministry of Agriculture – PPP/C
• Ministry of Communities – PPP/C
• Ministry of Public Health – PPP/C
• Ministry of Education – APNU+AFC
• Ministry of Public Security – APNU+AFC
• Ministry of Social Protection – PPP/C
• Ministry of Public Infrastructure – APNU+AFC
• Ministry of Public Communications – PPP/C
• Ministry of Legal Affairs – Smaller Party
• Attorney General Chambers – APNU+AFC
• Ministry of Business – APNU+AFC
• Ministry of Indigenous People’s Affairs – Smaller Party
If the People’s Progressive Party/Civic (PPP/C) should win the Elections, we propose:
• Ministry of the Presidency – PPP/C
• Ministry of Finance – PPP/C
• Ministry of Natural Resources – PPP/C
• Ministry of Foreign Affairs – PPP/C
• Ministry of Agriculture – PPP/C
• Ministry of Communities – APNU+AFC
• Ministry of Public Health – APNU+AFC
• Ministry of Education – APNU+AFC
• Ministry of Public Security – PPP/C
• Ministry of Social Protection – APNU+AFC
• Ministry of Public Infrastructure – APNU+AFC
• Ministry of Public Communications – PPP/C
• Ministry of Legal Affairs – Smaller Party
• Attorney General Chambers – PPP/C
• Ministry of Business – PPP/C
• Ministry of Indigenous People’s Affairs – Smaller Party

Further, we propose that the following two committees be established:
• Executive Committee – Shared Governance – This committee should also include Major General (Rtd.) Joe Singh. One of the functions of this committee will be to appoint other members to the Executive Arm of Government from the APNU+AFC and PPP/C, as well as representatives from some of the smaller parties.

•Executive Committee – Policy, Economic and Development Planning – This committee should also include former President Bharrat Jagdeo and Mr. Carl Greenidge, among others.
Additionally, it is proposed that there be a Cabinet as well as an ‘Executive Arm Central Committee’. The reason for this approach is that the Cabinet will include Ministers from the winning party, as well as Ministers from the other parties while the ‘Executive Arm Central Committee’, can comprise of Ministers and core members from party that won the elections and allow them to have the space for high-level interactions and decision-making also.
