Ex-soldier charged with rape -two others fired

CITY Magistrate Judy Latchman on Friday placed a former member of the Guyana Defence Force (GDF) on $600,000 bail after he was charged with the offence of rape.

Winston Carlos Haynes, 27, of Inner Bagotville, West Bank Demerara, is accused of raping a 21-year-old woman at Base Camp Stephenson January 28, 2017. Haynes was represented by Attorney-at-law Dexter Todd and the matter was held in camera (out of the public view). The case was adjourned to March 29, 2017.

Last week, Haynes and two other GDF ranks were fired, following the outcome of a Board of Inquiry into the rape allegations. The former soldiers were stationed at the GDF base, Camp Stephenson, located at Timehri, East Bank Demerara. The accused reportedly told investigators that a GDF corporal had sex with her without her approval and the other ranks (privates) stood by and watched.

A statement from the GDF on Friday noted, “According to the findings and recommendations of the inquiry, the ranks were found to be, not only, in contravention of the Security Standing Orders, but also a number of other Standing Operating Procedures of the Force.”

Reports indicate that the young lady was taken to the base in one of the army vehicles and taken to the barrack room, where she was sexually assaulted. A medical examination, police said, confirmed that she was sexually assaulted.

According to the army, the GDF remains committed to the preservation of law and order and will deal condignly with all transgressors.
