MINISTER of State Joseph Harmon has announced that Hamilton Green will not return as Chairman of the Central Housing and Planning Authority (CH&PA). The announcement came in light of a decision to undertake a general review of State Boards, agencies and commissions with the aim of establishing an age of retirement for persons who sit on them.
Only recently, retired Justice Cecil Kennard, Chairman of the Police Service Commission and Prem Persaud, Chairman of the Public Utilities Commission (PUC) were asked to step down due to their age.
Speaking at a post-Cabinet media briefing at the Ministry of the Presidency on Thursday, Minister Harmon said the administration is creating “upward mobility” for younger persons who are competent to fill these posts.

“We have to, as a nation, strike a balance, where efficiency is concerned, where a person’s age is concerned. We do not believe age is a deterrent in and of itself, but we do believe that the fact that we have so many younger persons who are there, competent as well to carry out these duties, that we believe they ought to be given a chance,” Minister Harmon said.
Green, a former Mayor of Georgetown, was appointed Chair of CH&PA in October 2015. He has served as Mayor since 1996 and was Prime Minister under the PNC Government before a fall out with that party in 1993.
Given Government’s position on the matter, it is expected that other people in the public sector will be affected and Minister Harmon has assured that the administration is grateful for the work done.
“It is no disrespect or no disregard to the work that has been done by these persons, but we do believe that we have to also create upward mobility for persons who are in the system,” the Minister of State said.
