CHAIRMAN of Guyana Elections Commission (GECOM), Dr. Steve Surujbally has said that the appointment of Mr. Jaigobin Mohabir, as the Returning Officer for District Four (Demerara/Mahaica), is being addressed. Speaking at a media briefing in Cara Lodge, Quamina Street, Georgetown, last week Thursday, he said the decision will be disclosed in due time.
Concerns have been raised over the fact that Jaigobin, as Deputy Returning Officer, had signed Statements of Poll in the 1997 elections when he should not have done so.
The Joint Opposition Political Parties (JOPP) had written the GECOM Chairman, some weeks ago, pointing out that Mohabir was cited in the written judgement of Justice Claudette Singh, in the Esther Pereira Elections Petition case of 1998, saying: “The Chief Elections Officer then went on to say that the law does not make provision for the rewriting exercise neither does it make any provision for a parallel system. He was aware that one Deputy Returning Officer, Jaigobin Mohabir signed for a Returning Officer.”
