Cops now charged with feloniously wounding teen suspect

Alleged Police torture…
ONE of the policemen previously charged after investigations into the alleged torture of suspects in the murder of former Region Three (West Demerara/Essequibo Islands) Vice-Chairman Ramenauth Bisram, faced another charge before Magistrate Priya Beharry on Wednesday.

Police Constable Mohanram Dolai was jointly accused, with Detective Sergeant Narine Lall, of unlawful and felonious wounding but the latter did not appear.

On a previous occasion, it was alleged that both cops, who were stationed at Leonora Police Station, West Coast Demerara last October 28, together with Oswald Foo, unlawfully and maliciously wounded Deonarine Rafeek.

On Wednesdday, they were charged with feloniously wounding Tyrone Thomas, with intent to maim, disfigure, disable, or cause him grievous bodily harm.

Police Inspector Stephen Telford, prosecuting, said one allegation against Lall and Dolai was withdrawn and the accused will now face joint charges.

The Prosecutor objected to bail for the trio and said the victim Thomas is a 15 year-old boy who they had arrested pending inquiries into the unlawful killing of Ramenauth.

According to the Prosecutor, Thomas was beaten and burnt on his private parts and was recently discharged after being hospitalised.

Defence Counsel Hukumchand, for Lall and Dolai, asked that the absence of the former be excused, as he was not informed that he had to appear in Court.

The lawyer pointed out that Lall and Dolai were granted $175,000 bail each in the High Court and the charges are all connected.

Hukumchand submitted that the law, in its wisdom, has made the offence bailable and there is no likelihood of it being repeated.

However, the magistrate denied the application for pre-trial liberty and said she would consider it at their next appearance on November 30.
