THE Guyana Chronicle once again points out a problem that needs to be addressed and a solution supported. The government announcement of a vigorous campaign against littering and the homeless problem is welcomed. I endorse the comments that a “war” is needed to be waged to change the attitude and culture of our people. These efforts must be made by central government efficiently and fairly with better enforcement by all agencies, Ministries and the courts. Plans and projects are repeatedly sabotaged by those charged to enforce them. Individual behaviour contributes more to our success or failure as a nation than most of us will admit or imagine.
